I fully agree that it isn't necessary to put lables on music genres to be able to enjoy the music but it helps a lot when discussing music on a forum like this regarding bands, songs, styles, record covers, guitar sounds etc. Another natural area of doing this is when arranging your record collection and of course it's also relevant for a record shop to file music under genre labels. Anyway, the Beach Boys definitely were a "surf band" and played "surf music" on their first few albums while Pet Sounds isn't more "surf music" than Sergeant Pepper. I'm most likely the biggest purist and narrow minded trad nazi that have ever graced this planet and I say that surf music can be both vocal and instrumental as they are both "surf music".
