Must agree with Samurai, “Cruel Sea” is not for beginners, the chorus is really hard to pull off. Especially if you play it at the Ventures Live ‘65 tempo.

The first song I learned was Apache. Not strictly surf, but Apache introduced me to several surf guitar techniques in that one song. You'll learn slides, bends, tremolo picking, and palm muting. And besides being an awesome song, it has a lot of space between the notes and various parts, perfect first song to learn on electric guitar.
