A used MIJ or CIJ Fender Jazzmaster (or Jaguar if you don't
mind the shorter scale)...
I have a MIJ 1951 Precision Bass, and I am extremely
pleased with it's performance and value.

Been using MIM and CIJ Strats for years -- all of them were under the magic
number you mentioned and all were good guitars, the CIJ Strat is great. I
just bought a CIJ Jazzmaster and it has great potential -- I'm still
assimilating it into my style, or letting it shape my new direction,
whichever the case may be. That's just Fender though. I have a friend that
swears by the new cheap Epiphones, but he isn't into surf at all. They can
be had used for next to nothing. Best bet? Play everything and anything
you can get your hands on -- form an opinion based on your ear, not mine or
someone else's. What might not work for me night be just your sound. Vice
versa as well.
God, I read my little bits and I sound so omnipotent and condescending --
not the flavor I mean to convey at all. Guitars are just so subjective. I
love my cheapo Fenders (don't have any Squiers though. My daughter plays a
Squier P-bass and likes it.) Does anyone have any comments on the Dano
models from five or six years ago? They might be cool. Certainly
inexpensive.

Hands down, I think the best bang for the buck for anything approaching a
"surf" sound has to be a MIJ Fender Strat. I prefer the 62 reissues (I have two
of them). They are so versatile.
However, I have disagree about Epiphones. In my experience they tend to
feel cheap and plastic (due no doubt to the thick poly finish) compared to USA
made Gibsons. Fenders on the other hand seem to feel about the same whether a
$200 Squire or a $1000 USA Standard Strat.
Just my .02, from a guy who's owned a lot of both over the years.

I was in Philadelphia the other day and went to DiPinto guitars -
makers of the Los Straights 4 pickup sparkle guitar. They had a great
selection of beautiful looking and sounding guitars, almost all for
under $600. Check out their website - great designs.

I got my Galaxie 4 sunburst custom color, hardshell case, set-up by
DiPinto and shipped all for $590. And it's a really a solid guitar!

If you want value, buy a good used guitar. Unlike cars and many other things,
good guitars only improve with age. Used Am. Standard Strats often sell for
under $600 in large US cities. If you are comfortable using EBay, you have tons
of choices. Make sure you only deal with sellers that have very good feedback
and ask plenty of questions about the neck. Used "Made in Mexico" Strats have
always been a good value, but the pickups are cheap. EBay usually has over 100
auctions for used pickups. Used pickups are just as good as new ones. If you
look carefuly, and find an auction that ends during working hours on a weekday,
you should be able to get a used MIJ or CIJ Jaguar or Jazzmaster for $600 or
less. Used CIJ Fender guitars are usually an excellent value.
