I'm not an expert by any means on bluegrass; personally I think the
connection between it and surf is tenuous at best. Besides double
picking and minor scales (I'll trust you on that one), there is one
other similarity, I think. Both had founding fathers that stood head
and shoulders above the rest and pretty much defined the genres. Dick
Dale for surf and Bill Monroe for bluegrass. Both are/were
(respectively) eccentric geniuses.
