Like the "pedal" on an organ arrangement?...in otherwords,
like a drone pedal note in a Bach organ piece, for example?
Or does this term derrive from "pedal" steel guitar?

Yes - like the pedal in an organ arrangement. It's similar to a drone,
but not quite.

This is probably totally wrong, but I always think of pedal note like
a pedal on a bicycle. Periodically it swings back around and you gotta
kick it to keep it going.
Pete Townsend was really into pedal notes. For just one example,
listen to Sparks on Tommy. He thumps on a pedal note while changing
the other notes of the chord to create dissonance and tension.
