Power tube going south? I had my Fender RI tank screech like a banshee, and
I think it was when the power tube was dying . . . I've also had feedback
problems with bad 12AX7 tubes (microphonic tubes) in the unit, as well. To
further complicate my diagnosis, I've also experienced similar
feedback/screeching with a bad transformer in the RI reverb unit, too - that
was quite intermittant (it would do it for a minute, then stop, then start
again), until the tranny finally expired.
To remedy the situation, I would first replace the power tube with a known
"good" tube; it the condition persisted, I would then also replace the 12AX7
with a "good" one. If the feedback still persists, check the power
transformer (a little more work involved with that). Sometimes the filter
caps can also go bad and become very noisy, too.
The fact that it still feeds back with the power cut off baffles me,
though - I'd (carefully) check for shorts to ground throughout the circuit.
Unlikely to be the cause, but I can't think of what else would be a problem
with the unit unplugged. Of course, if all else fails, maybe you can sell
it back to Gavin ;)
Good luck!
