Hmnnn. Sounds like the same symptoms I had with a Fender Twin I used to own.
I ended up seeing the amp doctor and I think he changed a capacitor and a
pre-amp tube, the problem finally went bye-bye, well, at least until the amp got
ripped off. That's another story........
