Ok my first response was too glib. The question of surf chord
progressions is actually an interesting one since some of them are
quite distinctive...
obviously there's
Im / Im / IVm / Im / V7 / IVm / Im / Im
used in songs like Pipeline
and
IV / IIIb / IIb / I (usually with some VIIbm and V7 thrown in)
as used in Walk Don't Run...
