Indeed, The Rally Packs is essentially Sloan and Berri's Fantastic Baggys. Sloan and Berry were also songwriters for Jan & Dean. Another interesting tidbit is the writer of "Bucket Seats" aka "Old Ladies Seldom Powershift" is Don Altfeld who co-wrote "Little Old Lady from Pasedana" with Roger Christian.
