The Google guys built-in some smarts to analyze the javascript on a given web page, and flag it if it seems malicious. This can indicate the site you are trying to visit has been compromised and has been infected with adware or a phishing attack.

And I agree Richard, it is hard to believe but it is lucrative. It's almost like free money, that's why so many are tempted to do it.
