I think Norm "Baron Shivers" Cabrera of the Ghastlies is pretty awesome , but his drummer in Boss Fink (what's his NAME??) really catches my attention as a super powerful and fun drummer along the lines of the great Hal B.
Of course Dusty is the killer.

We played with them in Valencia, and I completely agree with Ted! Dane and I agreed that the guy - I think his name is Eugene - really has the surf feel and tone down, and also has some monster chops, using the traditional grip, pretty rare today. Very impressive! They'll of course be at the convention - with one of the Los Coronas' guitar players subbing in for one of A-Phonics' regular guitarists, who isn't able to go - so the SG101-ers will get to see him in action in person soon enough!

Interesting thread. I did not see it before. But there is too much to say about this 
I don't want to be bad, but before judging if a drummer is a good "surf" drummer I would need to see him playing surf (4 on the floor, surf beat tempo, ride cymbal). I have never seen Jovana doing this. As much as I love Threesome music. But the question comes back to the point: what do you think surf is? If you think - like me - surf is a kid playing 4 on the floor, then the reference drummers must be Hal Blaine, Dick Dodd, Tim Fitzpatrick, Ron Wilson and Mel Taylor for sure. Anything else surf is derived from this (and the other 60s "surf" drummers). If you think surf is something else, than anything is possible of course.
When I play guitar I have NOT found a drummer that would do what I have in mind. Whether good or bad things. This is why I like to do things myself. I am playing recently well with Gianni (the guy who played with me at this festival) as he comes from jazz and is very open minded. Anything done by any other drummer I have seen live in my life, he can do it quite easily. This is a matter of technique (which allows you to do the things technically - it means living for the instruments really) and a matter of brain (been open minded and LISTEN before doing - understand the aspects of a certain genre before saying you can play it). Please use more brain and less muscles (applicable to many things, not just to drumming).
Combining the traditional surf drumming (which for some reasons I never consider boring) with power I really admire Dane Carter, Dusty, Ted, Tim Pyronauts, Boris (technically far beyond the others - sorry for the others), and again Enrico Bradipos IV, Persi Kilauea (was great to see him and I enjoyed him a lot), Loza of Los Coronas (basic, straight, powerful, cool to see - actually probably the coolest ever) and many more. This is of course my taste, personal opinions. I am sure I will remember more names in a few minutes.
On the non-traditional side - even if it might sound strange for those who know my taste - I admire Niels. His driving soca tempo applied to surf fits perfectly with Frank's ideas and make the show. I say that P4 are Frank's music on Niels' tempo. That's all they need. They could play as a duo 
Niels does not do strange things, but he LISTEN and work with the song. Niels is just an example to me to say that there is no best surf drummer if not applied to a surf band. Musicians have to work together to achieve a sound and understand each other.
Dusty is the best, because he plays with Dave on guitar. Dave is the best, because he plays with Dusty. They talk with music. They conversate.
I played some times with Kilaueas. They are a band that need a certain feel to work good. Dusty playing with Kilaueas would be a disaster Boris (a reference of technical capabilities on drumming) would be a disaster to play with Slacktone.
I hope I expressed my ideas.
My favourite "surf" drummer? I am trad guy: GENE KRUPA. He inspired the creation of the Dick Dale sound, therefore he originated the heart & soul of surf music.

Three amazing drummers at the very end of Sunday night of the Surfer Joe festival: my brother - and for my money one of the two greatest surf drummers alive! - Dane Carter (the Madeira); the drummer of Lost Acapulco, whose name unfortunately I cannot remember, but who was absolutely amazing, and the best part of the band (and he's only been with them for a month!); and then Boris AKA Bisfer, of the Messer Chups, Bang! Mustang and Los Twang! Marvels, also truly remarkable drummer! A HUGE amount of talent and power in this photo!

Well surf is like any other genre really. Musicians have to look at each other, not playing on their own. This way the single capabilities of the musicians come out much better. And so you see Dusty doing incredible things! But most of the time he just plays 4 on the floor. He puts fills, he develop the snare work in a great way, but it remains a surf beat. The work with Dave makes his drumming with Slacktone absolutely unique.
Anyway, Dusty uses his brain before his muscles.

interresting point of view ,do you have an exemple of the surf beat ,cause i don't understand the 4 on the floor (i am not a drummer then i don't understand the thing ,i only now one rythm at drums and i think it is not this one )

It is my pleasure. Hey - what I said is my point of view of course. I said something in other occasions about surf drumming. But its normal that you might have a different view and anyway you have to follow your tastes. But the surf beat is... the surf beat really.

My 2 favourite drummers to play with are Inky (USK) and Lorenzo. Inky and and I have been playing together for 20 years, and we have developed a syncronicity that requires almost no communication. We can follow each other off on tangents, and it usually works out. We have known each other for over 35 years (he's my younger brother).
Lorenzo has such a great feel on the drums that whenever I have played with him, the groove locks in immediately, and it is all about the groove! My playing style does differ with each drummer.
I really enjoyed Ted Pilgrim's style and feel with Satan's Pilgrims at SJ. He always sounded solid on the recordings, but live, he was even better. The drummer from Los Coronos really knocked me out with his sound, and groove...all done while standing.
These are some of my favourites. As everybody has already said,best is just an opinion.

I'm sure there are many fine drummers I have not heard(being listed here), but of the ones I know of, can't go wrong with Dusty Watson and Leon Taylor.
