"Shoot That Curl" - Kathy Young & Chris Montez
This seems pretty basic, but what is the proper technique for playing those really "choppy" staccato guitar chords that were popular in 1960s pop/rock?
I always assumed that one quickly plucks two or three higher strings and mutes them almost instantly, but I can't quite nail that sound.

The left hand relaxes after fretting each chord so the notes die between each strike of the pick. Start slow and build speed, it becomes natural. ALso, upstrokes help emphasize tops strings. One thing to remember about 60's music, they did it the easy way – want to sound authentic? Use all barre chords, Fender guitar and amp. Apparently, only a few bands actually thought about the way they would play a tune. Even the Beatles used all barre chords.
