if you mean it's hard to come up with strong melodies, I hear you, esp when you come out of music with vocals that can be a b#tch.

things you could do is learn existing surf songs, and see what kind of patterns, rhythms, notes-on-chords they use.etc. for example the 2nd or 9th interval ona minor chord (b on an Am) is in pipeline, surf rider, and so on. steal that!

also, look for inspiration in other styles of music, prefferably instrumental. If you play Klezmer or eastern european folk music or irish fiddle lines for a week, after that switch the reverb on and your bound to write a surf meloldy.

and last, get yourself a recorder if you can. I find SO many times a melody brilliant, and then I learn it and play without the accompanying chords and rhythms, and it just sounds like a simple, uninteresting melody. hearing it against the chords you had in mind makes all the difference. a simple cassette player wouold do it, but a tape 4tracker costs very little too these days. also, often what makes the melodies of great players great is not just the melody, but the fact that they are great players, can put the right feel into it, with nice attack where it should be, and with 'thingies' (dont know the english word) like little slides, hammer on pull of extra notes and so on. focus on how you play it too, not just writing the melodies.
