Hey I just noticed that Morten, the drummer for the super awesome Norwegian band The Beat Tornados has created a myspace page and is fleshing it out with music and photos. I love these guys:

The Beat Tornados are absolutely amazing. I think their "Scandanavian Interlude" is an instrumental masterpiece! I've just recently received Mission to Mir and it is also phenomenal.
I also noticed their myspace page about a month ago and sent them a messsage. They sent back a really nice message as well. Very nice guys.

The norwegian surfbands I know of are:
The Mobsmen
The Beat Tornados
Los Plantronics
Kåre & The Cavemen (first album)
then there is a band I heard in a movie once, but I don't remember the name...
Not that many, but then you have the hundreds of bands that played Shadows-style in the 60's. A couple of great compilations out there.
Pole Position is available here: www.cdon.com (click on "EU" for english). Don't know if the ship to the US, though.

I believe it was issue #12, with Satan's Pilgrims on the cover. The CD for that issue had that killer Sellcancers track on it, and it opened with Phantom Frank's Dead Man Surfing.
