Well, I'm in high school, and it's the summer time, so in theory I could practice whenever I want, but the reality is that my drummer doesn't seem very enthusiastic about the band and has a lot of excuses to not practice.
So the answer is, I rarely rehearse with my band even though I personally have time. If you're talking about practicing an instrument by yourself, then I do that a lot, because I have a lot of free time and not much to do.

I don't have a full band as of yet, but I practice alone a lot. Usually when I get home from work at night, I put on the ol' headphones, crank the tank, and write/record for an hour or two.

as for playing at home, quiting TV is the way to go.
as for band, I have a three year old and a 9 month old, so I see the problem. plus I work at home a lot. we used to have our own rehearsal space, and it was rehearsal every thursday night. but they tor ethe building down and we had to leave (opposite order, actually )
what we now do is rent an existing rehearsalroom for a saturday or sunday, for a longer period of time, say 1pm till 7pm instead of the former 3 hour rehearsal. we do this about once a month, and I arrange it with my wife first and then see if the rest of the band can make it - luckily I 'm the only one with kids and only one other band member is in a relationship, so I guess that makes it a bit easier.
we tend to plan rehearsals better, and prepare better. more 'rehearse' less 'practice'. the new philosphy is, practice you can do at home, don 't bother the rest of the band with having to learn how to play your particular part.
for now this seems to work well, more satisfying and more efficient than the weekly rehearsals, but we've only been at it for a couple of months. our bassplayer allready said he wanted a new 'own' rehearsalroom. I 'm so so about it.

We practice at the a couple of the member's house. Normally we can play whenever we want but as of late everybody is now employed and or now in a relationship which has made less practice time. However we are finding 3-4 times a week to practice. We are recording on the 27-29th of this month. It will drop off after that also because we are going to have more gigs. A gig is worth several practices.

I get up an hour before everybody and play, if the family is watching TV, I go in the other room and practice, Our drummer has a nice living room that we invade once a week from 7:30 to 10:00... that is how I do it with a 6 year old, and an 11 year old, it is harder in the summer, because I play with them after work in the longer light hours... but they are the priority for me!!!

for individual, at home practice, I have found that a small (and quiet) amp helps out there. I now practice in the evening after everyne has gone to bed.
for group practice, I have found that a rented (or somewhat permanent and secure) practice place helps a lot. If the equipment can "live" somewhere and basically remain setup, it's much easier to get the band together and rehearse, istead of spending time lugging and setting up gear...
