There’s a surfy as hell song at the beginning of the Cabrito episode of Taco Chronicles on Netflix. Anyone know who it is?

Try the contact form of Música Mono, the Mexican company that supervised the selection of the songs.

It didn't show up in the credits aside from indicating that other music was from "Universal Production Music"... I searched for Surf and Surf Guitar there and got over a thousand matches. I listened to a couple hundred and didn't find it, but you might be able to:
https://www.universalproductionmusic.com/en-us/search?q=surf%20guitar&qtext=surf%20guitar&vtag=0&vwave=0&vdesc=1&ktype=6
Some ok stuff in there. Lots of it is less than ok for our purposes. Fun to sift through and see how this stuff is described in The Biz. I tried narrowing it to Mexican, Spanish, Andalusian, etc which did not help.
Anyway, I think a partial answer to your question is "It was just some production music, which seemed to maybe be doing the iv–III–II–I thing"
