I tried using a cable into the pp2, I tried a double cable with one set to 4 and one set to 9. I cannot seem to power it with my pp2. It works pluged directly into the wall still. Is it possible to power the Surfybear with the PP2? I have the metal surfybear. Thanks!

According to the Pedal Power 2 PLUS spec sheet, it only supports 12v up to 100ma (miliamps).
The power supply that your surfy bear requires (and came with) is rated at 12V 3.33 amps. Surfybear needs 33x more amperage than what your PP2 plus can offer.

Amperage is like the diameter of a water pipe and voltage is like the amount of pressure behind it.
