What he's doing there is called "Rest stroke picking" All the Downstrokes are from the forearm and elbow, and all the Upstrokes are from the wrist - a momentary upward flicking motion almost as if you're looking at something hidden in the palm of your hand. Resulting in a rotational motion of the arm. The arm changes position based on which string he's playing on. Every string begins on a downstroke and ends on an upstroke. This requires an even number of notes per string OR the use of legato, pull-off's or hammer-on's in order to force an upstroke before changing strings. Downward (never up!) sweep picking is employed whenever possible. Gypsy players achieve their lightning speed by strict adherence to these picking rules. I've been studying and dissecting this technique for a few years now, and have had good results applying it to electric tremolo picking.
