That's easy.. E and A and, of course, the minor variants of those chords.
It's a no-brainer.. heck it's worked for 85%-95% of Dick Dale's catalog.

Any major chord and its relative minor?

Since I only get to choose two, they have to have lots of notes in each one. That way I could voice them differently to get dozens of virtual harmonic functions, selecting from 2 to 5 notes each.

Neat chords - just what do you do with them?? Are you mixing John Coltrane or Johnny Smith with surf? I haven't even seen those two chords in gypsy jazz.

If I could only play two chords for the rest of my life, then I'd want these two to play my last imaginary guitar solo over.

I'd go E maj and B7 (I & V chords) tons of tunes with these chords

F and Bb.
Come to think of it, I do only know 2 chords...

I like maryann and ginger.
