Don't get me wrong, everyone here is more than willing to share the welth of knowledge about Bands, Guitars, Amps and such but when it comes to learning how to play a song...
Go to the Flatpickers, Fiddlers, Banjo Hangout Forums, Ukulele Underground or even Talk Bass where you are supposed to learn by theory folks are super willing to help learn how to play even the simplest songs...
Why?
Who here is unwilling to help anyone learn? I started a thread about arpeggios that died a death. As far as the learning by ear thing goes, yeah a lot of people have learned that way, and developing a good ear is paramount. I've personally discouraged reliance on tablature because I feel people use it as a lazy cop out -- one should understand basic music theory (it's not all that hard!). If you know your basics, and have a good ear you could probably tackle most surf songs with ease. Basic theory however, you can learn anywhere and isn't specific to surf (the elements that are surf specific such as trem picking, reverb tanks etc... aren't music theory related). That said, I really don't see anyone asking about theory, but I do see a lot of people asking for tab and which guitar or amp they should buy. I'm more than willing to share my music theory knowledge with anyone as I'm sure most around here are. Nobody really asks though, most just want the tab.

I'm pretty sure Windows Media Player can control playback speed, but VLC also as an A-B looping function which is great for learning songs. VLC is free but there are sites out there that try and charge you for it.

(i am happy cause really often computer are not my cup of tea)
more over i have a very bad connection and even youtube vid are cut cause too less debit with my connection (less than 1 G)
now i can try it with ear cause i don' t now how to reduce the speed ?

Why?
People here are very helpful if you ask them for help. Have you ever thought that the people who say 'learn by ear' aren't qualified to teach? And especially unqualified to teach via the internet. We don't have a lot of strong tech skills in the Surf community, which is understandable and okay.
I'm more than happy to talk about how I approach guitar on the internet but I'm sure as hell not going to tab out a song for somebody. If somebody asked me to teach them a song in person or for lessons in person I'd help them in a heartbeat.

I've never had anyone decline to answer any question I've asked, no matter how basic. And I've always received excellent advice. I'm not aware of anyone turning down someone with a question. There can sometimes be a delay between a question asked and someone answering it, though.
