I play both drums and guitar. I have been playing drums since 1966! About 1972 on the guitar.
I just purchased a used set of Yamaha electronic drums for home practice. I didn't spend much but I can plug headphones into the module and play without disturbing anyone. MY issue was not the family or neighbors but my German Shepherd dog. Cymbals drive her nuts with drums only. If I have a whole band over it isn't a problem.
With E-drums you can also play to canned songs in the module or plug in an ipod to play to recorded music or backing tracks. It's a very versatile set up.
I considered a practice pad set but the sound of wood or nylon on rubber just plain sucks and then there is the cymbal thing. I'm very happy with the electronics.

I've had two electronic kits over the years, first a Yamaha and then a Roland with the mesh heads. I don't recommend either if it is at all possible to set up a real kit in the garage or basement and practice at less offending hours. I found the difference in feel between virtual and real drums too significant. The bounce off the pads is generous and much more complimentary than actual heads - I think the mfg's know this as it probably helps sell virtual drums. As a result, I would be disoriented on the real kit after practicing primarily on the virtual set. When I lived in a condo, the virtual drums still rendered calls from the neighbors even though the audio was strictly to the headphones. The pads still move enough air to disturb neighbors if you get to hittin' 'em surf drummer style. This was my experience, your results may vary.
