Permalink PM stuck in Outbox

Just wondering how this works. Do all PMs get sent en-masse at a certain time of day or periodically or something? I wrote a PM 2.5 hours ago that is still sitting in the Outbox.

It will remain in the outbox until the person you sent it to have read it. Then it will be moved to your sentbox.
