Permalink Mp3 compilation copyright issues

Many entries in the mp3-compilations seem to be cover versions of songs composed by other people than the submitter of the mp3. Do they all have a permission from the composer or other copyright holder? Or is it considered "fair use" to distribute cover versions non-commercially, when there is no money involved?

Could someone explain the legal issues considering cover versions and Surf101 mp3 compilations?

Non-commercial is okay.

Technically, the person holding the publishing rights could ask to have them taken down. This has happened in several cases on youtube. Prince had some taken down.
