Don't know it, but I like it! Very non-traditional. If you find out who it is, let us know.

It's a much more strategic sport by a landslide. Go Colts!
Darn I was wishing someone actually knew what song was being played.

If you look further down on the comments, this is listed...
Zombie Nation - Kernkraft 400
The song is Kerndraft 400, original group is Zombie Nation.
Do a search for Zombie Nation - Kernkraft 400 and it's a techo song,
but I guess the surf band is a mystery to us all.

Greykhan, can you provide any additional information from the original YouTube post? Turkish I think? Did you see the Ahmet Koc posts a while back?

Yes, he is playing Surf Rider with a rush very well :). But i couldn't find this song in his albums. Do you think he may be related with this song or do you want to know about another information about Ahmet Koc?

Sorry, no, I didn't think there was any connection between your query item and Koc. Not his style at all. But I figured from the language of this YouTube page that you might also be interested in the Koc material.
I did wonder if there was anything more on the page you pointed to that might provide a clue as to the identity of the song you were asking about. Since there were some obvious references to music in it, I wondered if there was ant less obvious stuff that might help. Sometimes in things like this the music is completely incidental and unmentioned, but if there's any remark about it at all, it might help.
One thing, have you tried just asking the original YouTube poster?

Hello, on the page, people made some guesses but none of them are related with this song. I searched post page of Ahmet Koc's songs but i got no result :(. Uploader doesn't know, too :). He recorded it from a football show on a Turkish Channel NTV. In Turkey, this song have been asking for on a lot of forums but no one knows unfortunately. We asked it NTV but they didn't turn back. This song has been going to be a mystery in time. Can we try to find it by using its notes, or the words that he said on 00:38? In the end, I will request Ahmet Koc to play it again .

I think at ":38" the overdub is an upset male voice exclaiming "I didn't mean to insult ." Maybe a man to a woman. Might be an extract from a movie. I don't recognize the speaker's voice or the line. Of course the line is pretty generic. The speaker might have a British English accent. I think he had that unusual (to American ears) "oo" (rounded front vowel a bit like French u) that younger British professional class people have in "you" plus there were some other vowel and reduced dental stop things that made me think "British." For example, I remember "insoolt" not "insalt." I wouldn't swear to that. I'm not very good at that sort of identification.
The only generic song recognizing service I can think of is the iPhone one. It's pretty good. I've stumped it with (some) surf music. I don't have it myself, unfortunately. I was in my car with someone who did. I had the surf music. They had the iPhone. I'm not sure how clear a signal it needs.

to me it sounds like a studio band trying to play surf.
not the best sounding to me, if I may add.
probably not a real surf band that plays out in bars.
