That is an interesting topic about surf in the 70s. My personal memory is that the Beach Boy's Endless Summer was a huge hit, but it didn't seem to spawn "surf bands." If anything, surf was seen as old hat - nostalgic stuff your parents liked.
That was how I felt at the time.

Endless Summer was just a greatest hits album, not a record of the 70s. In the 70s they were doing Sunflower and Surfs Up (the "good stuff" from 1967s Smiley Smile) and Holland, no longer what most would consider surf music.

The 90's with out doubt. There was more more variety going on as far I'm concerned. The bands had a much more unique sound then too.Though there are exceptions to this of course. This decade is so so,so far.

No brainer - 60's
Yep. Where would we be without the beginning? Or the rebirth in the 80s? But otherwise now is always best.

Today we can choose to listen to ALL those era's where as in the 60's all you have is 60's surf.
True, but I choose to listen to music from the 60's. I'm one of those who is trying to re-create the 60's feel instead of pushing surf music forward. I know some people disapprove but I'll leave 'progress' to those who are more creative than I am. Besides, I sometimes get comments like, "When I hear you guys play, it's just like 1964 again." That tells me I am doing something that is very important, to some people at least.

I believe Jon & the Nightriders slipped in a 4-song 7" during 1979. Is that the only "true" instro surf record of the 70's? We need Jon Blair to chime in on this one.

My understanding of the question is, "Based on the music written in that era, which decade of surf music would you prefer if forced to make a choice".
Even though there are some wonderful innovations within the genre in (most) subsequent decades, the core of surf instro from the '60s still vibrates most strongly.

Dick Dale put out a Best of in the 70's I think, on the Crescendo label.
some of the songs on it were re-recordings in the 70's

Gotta be core for the 1960's era though much cool instro music has come after as well.
